Almost every fire is also a water loss. A residential fire attack can put a great deal of water into a building in a short time, and that water is still there when the engines leave. So the first hours of fire restoration look like water restoration: extract, and get air moving, or the fire damage on the ground floor is joined by mould in the ceiling below it.

Before that, the building has to be made secure.
